We came to speak with the sheriff or investigators regarding the Summer Wells investigation.

“Is there really nobody here?”
“We need to speak to a sheriff or detective on the case—it’s the Summer Wells case. I also need to get some court records or arrest records.”
“Okay, I’ll let her know. Thank you. Just have a seat.”
Goals for Today
“So what do you hope to get out of this today?”
“Speaking to the sheriff. I’m hoping to find out what kind of searches were done, if there were cadaver dogs used, which entity is leading the investigation, and who the lead investigator is.”
“Any other questions you plan to ask the sheriff?”
“I’m sure more will come up as the conversation progresses. I think it’s also important to ask if there’s any way we can assist using the resources we have.”
“Justice for Summer Wells.”

“You’re also looking for maybe some call logs? Have officers been dispatched to that property in the past—for any reason—even if no arrest was made?”
“Yes. We’d like all call log records for 110 Ben Hill Road. Going back 10 years.”
“I think that would be useful—to understand how often officers have been called there, and for what reason. Whether or not arrests were made.”
“What else are we doing today?”
“Well, I’d like to request arrest records for Candace Wells and Don Wells.”
“You mean just the arrest records—not necessarily court case outcomes?”
“Exactly. Just because someone is arrested doesn’t mean it went to court. Charges can be dropped. I’d just like to see what the arrest records show.”
“And the grandmother too, right?”
“Yes. Her name is Candace Harer. H-E-R-E-R.”
At the Dispatch Center
“We’re here now at the dispatch center. We were just over at the Hawkins County Sheriff’s Office. Great folks over there. They referred us here for dispatch records.”
“How far back are you requesting?”
“We’re requesting 10 years’ worth of dispatch calls to 110 Ben Hill Road—just to see what they responded to, how often, and why.”
“That’s the Wells residence—Don, Candace, and Grandis.”
“Correct.”
At the Window – Inquiry Begins
Andrew: “Hi. We were just at the sheriff’s office, and they told us you’d have dispatch records. We need the last 10 years of dispatch records for 110 Ben Hill Road.”
Dispatch: “Are you looking for complaint cards, incident reports, or call logs?”
Andrew: “Whatever you can provide. Complaint cards, ideally.”
Dispatch: “Audio records are only kept for 18 months. Anything currently under investigation by TBI cannot be released.”
Andrew: “That’s fine. We’ll take anything prior to the active investigation.”
Dispatch: “That would be $10 per complaint card.”
Andrew: “Can you tell us how many there are before we commit to a total?”
Dispatch: “Yes, I can check that for you.”

“Are they done with their investigation?”
“No. It’s ongoing, which is why current info is sealed.”
“She said it’s taken care of by her sponsors, so we might need a card.”
“Are they going to put you on TV?”
“Possibly.”

“We’re filling out the request form now. It’s $10 per complaint card. If there are 10, that’s $100.”
“And that’s for written complaint cards—not audio. Audio would be $250, if available.”
“Is it worth it?”
“No. Not yet. I want the complaint cards first. Then, maybe we decide on the audio later.”
Why the Complaint Cards Matter
“What are your thoughts?”
“Well, nobody else has asked for them yet. Not even media. So they haven’t been released. One is domestic. Another looks like an animal complaint. Maybe one medical. We want the most important ones.”
“They’ll help paint a picture.”
“We’ll order all the cards. Then decide later which, if any, are worth requesting audio for.”
“Audio is only held for 18 months, so we can match dates once we review the cards.”

“ID is required.”
“Is anyone a Tennessee resident?”
“No, but we’re staying at a hotel here.”
“I’ve got ID.”
“Okay, then use yours.”

“So we ordered the complaint cards for incidents at 110 Ben Hill Road. Two of them had audio available. They were domestic-related, so they happened within the last 18 months. We ordered those audios.”

“The complaint cards are basically incident reports—any time law enforcement was dispatched to that address for any reason.”
